Has anything changed between the last time it worked and now?  Make sure that you have connected everything required from the PSU (second motherboard power connector, power connectors on video card).  You can also try clearing the CMOS if you have not yet done so, and booting with NO ram installed (and no video card) as the motherboard should beep the bad ram beep.  If you don't get the bad-ram beep, it's not even starting  a post.  Most commonly, would be a PSU issue, followed by motherboard and then CPU.  If nothing gets any sign of life from it, I would take it apart and assemble it on a cardboard box, and try booting with just the CPU and motherboard, listening for the bad-ram beep.  This would eliminate any issue with a short to the case.  If nothing, I would remove the CPU, check for bad pins, and reassemble.  Being on the cardboard box makes it easier to work on it.  Good luck.
