It's still stuck on windows logo and requires a restart,

I have replaced :

memory
CPU, it used to be not detected and now its detected as Xeon e5 v2670 ES
SAS card from LSI 9300-8e to another 9300-8e, but it didn't make a difference, still stuck, so i install the old one again

Also,
This machine is running windows server 2012 r2, and everytime i boot it from off position, it always stucks at spinning dots logo, strangely after i force reboot it, it boots just fine

Specs :

X99 taichi
Intel xeon 12 core E2670 V3 QSFA
Geil 16x3 Gb ram 2133 mhz
ssd Kingston SUV400S37120G

The Pcie has several peripherals :

- LSI 9300-8e for connecting to a JBOD rack.
it's an avago based card. But during boot this card only takes about 3 secs to load its config.
- Nvidia Geforce Gt 730, cause x99 chipset doesnt have internal display. 
- Intel nic 1g for connecting to a POE switch


Issue :
when booting it takes about 2 minutes to get to the "asrock" screen with selections on the bottom right.
I have enabled fast booting, disabled onboard LAN boot.
And put ssd as top hdd boot order,
but strangely it still shows some kind of LAN PXE boot during booting.

Then i tried ultra fast boot, it got worse, it wont detect the internal SSD,
and the boot order only shows the NICs
i havent flashed the bios at all since i bought it.
 ME FW version says 9.1.30.1008

Should i flash it or?
