should be a boot manager problem and the old ssd is overtaking the boot
just a quick question is the old one installed as legacy or GPT either way try installing windows with only the m.2 in the system and see will it boot. or the lazy way is use samsung migration

Another possibility (what I would do), is to install Easybcd and create an entry for your other O.S. drive. Very easy.

Possible problem: active partition. Run Disk Management and look for any partitions marked as active. Your old SSD has had OS installed, so depending on the order in which you do things your old SSD might have an active partition which screws things up when installing and booting from the Nvme drive.
