Why is my PC not booting?

   My build is a Ryzen 5 3400G and an Asrock B450M Steel Legend.  When I go to boot up it turns on amd turns off and there are no outputs to anything.  As there are no outputs I cannot get into BIOS to do any updates and I am unsure how to update without CPU i.e. USB flash bios update.  Any advice would be really appreciated.
