Can't update bios, the PC just reboots

   MB: ASRock B650M PG RIPTIDE WIFI - (BIOS 1.24)

CPU: ryzen 7950x3d

RAM: G.SKILL Trident Z5 Neo Series AMD EXPO 16GB X 4 (64GB)

So I got this mobo as a replacement for my old one because I thought it was dead, turns out it was the CPU. First problem is that the chasis fans are not spinning. So, I tried to update the bios, but when I try to do the instant flash, the pc just restarts and it doesn't upgrade the bios. I tried all the bios versions after mine with the same results. Also the CPU and DRAM lights are always on for some reason.

	clear cmos, update the bios with the manual in hand.
	asrock b650m/hdv.m2, ryzen 7700x@85watt
