Won't power on using panel header

   I have:
ASRock B250M-HDV mother board Intel i5 8500
Crucial 8GB DDR4
SSD

I installed the cpu, cpu fan and ps and it won't power on using the panel switch. I shorted the pins on the panel header to start it that way and it won't work either. If I short the green wire on the atx header to ground then the cpu fan starts.
Is the motherboard bad?

	Is the cpu compatible with this mobo?

	pcpartpicker says is not compatible so I will get another mobo.
