For the record, my situation has zero to do with New Egg.   I've also created a support ticket but just in case:

Serial:  81M0XB137362

It is not posting, no video, etc.  Only the CPU and Chassis fans are turning on.   I stripped out everything and all connections down to the bare minimum just to see and same results.   Only things left on the MB are the speaker, power switch, and RAM also with same results.

It was purchased here in Japan from Amazon.  The sticker on the BIOS is showing P4.40

It doesn't appear to be a flashing issue as I believe this BIOS version should support the Ryzen 2400g that I'm using.

The sticker with P3.10, that's the bios version/chip, right?
I don't know what the serial number is on the board, but there's no match with the box.

That is not necessary.

AMD will send you a processor to flash with and when finished you simply return it.

So, as I suspected, all boards that legitimately carry the "Raven Ridge Ready" sticker have been updated and tested by ASRock. If you have one of these boards (matching serial numbers to the packaging) then your issue is elsewhere, likely RAM compatibility. Please test with other RAM to verify, make your own thread here on the forums and we will do our best to help you through troubleshooting steps.  

Now if you have tested RAM and all other components and the system still will not post then there is always the small chance that you have a damaged board, what happens in shipping and handling is beyond the control of manufacturers but this is why warranty exists.

If your board and serial number do not match, speak with your distributor and inform them of the situation, it is their responsibility to correct their mistake. If they are unable/unwilling to assist you then you can open a support ticket with ASRock or, contact AMD and request a "Boot Kit". AMD will send you a CPU to update your UEFI with. 

Any users other than the original poster, please make your own thread and we will help you there. This is not an issue caused by mislabeling of Raven Ridge Ready products. 

@starfox5194, My contacts at tech support tell me that your issue could not be a non-ready board. If there is an issue, it is either with another component or the board was damaged somehow. In either situation we (moderators) and ASRock are eager to help you resolve the issue.

Thread is Locked.

This is not an issue of incompatible BIOSes when a sticker is present on the outside of the box, or the sticker over the BIOS chip is supportive of Bristol processors.
