After contacting ASROCK support, I was told to downgrade to Bios [Beta] 4.51D 2018/5/2 Agesa Version to PinnaclePI-AM4_1.0.0.3b.
Even though it isn't the latest bios (4.6) it actually works a lot better! |

That's a matter of opinion. Consoles run (still do?) some or most games at 30 fps. Perfectly playable for many couch games. :-D Problem is now fixed. (Somewhat)

The versioning is kind of counterintuitive. The beta 4.51D was actually released later than the stable 4.6 and uses updated microcode from AMD. What everyone including me does not understand is that ASRock does not release a stable bios which incorporates the stuttering fix along with other problems like the reset of certain bios options (XMP profile and GPU configuration) when disconnecting the power cable.
