4.70 BIOS Overclocking Gives Weird Behavior

I recently upgraded my MB AB250M Pro4 to the latest 4.70 BIOS and it is working fine.
I have a Ryzen 7 1700 CPU

However the settings for overclocking are a bit different than before.  I have no issues using
Ryzen Master to get the CPU clock up to 3.6 or higher and the machine is stable.

When I set the BIOS CPU Frequency to 3200 and no voltage change, the machine boots, but
I get partial screens, can't login, black out put on screens.  Machine is useless.  When I put
it back to default settings, it works fine again.  Default on this CPU is 3000 I believe.

I was previously with the 3.x BIOS able to get 3600, so something is wacky.  Anybody else
have similar issues?  The overclocking in the BIOS is useless at this point.

I assume the BIOS CPU frequency field is MHz, not GHz (like 3.2)  It was MHz before.  Of course nothing
says, so I can never be sure.
