I am planning a new PC build with a 9900KS and Z390 Taichi. I see that the board needs a BIOS update (4.20) to support the 9900KS. If it so happens that I get a board with an earlier version of the BIOS, will it be able to successfuly POST so that I can update the BIOS? If not, are there any other workarounds to this besides temporarily using an older CPU to update the BIOS or waiting for Taichi boards with 4.30 BIOS factory-preinstalled?

You will have to use another cpu to flash to the latest bios version if the board does not come with 4.20. Usually they come with the first release out of the box.
