Hello, just joined the forum after purchasing parts for my first PC. I have an ASROCK b650i itx motherboard but am having issues getting it to boot when the hdmi cable is plugged into an external RTX3050 low profile graphics card. when plugged into the onboard hdmi port motherboard boots

If you boot from the iGPU (onboard) can you switch to the RTX3050 once windows
loads?

yes once the computer is boot ed to windows I can unplug the hdmi and plug it into the 3050 and use windows as normal

Just cant get the system to boot when the hdmi is plugged into the 3050

Is the RTX3050 installed inside your system or is it an eGPU (in it's own enclosure
outside of the case)? I just noticed you said "external GPU". If it is external
then this is normal operation. The UEFI lacks driver support for external GPUs, this
would be highly impractical with the amount of space it would take up on the BIOS
ROM. As soon as the OS loads and detects the external GPU things will work as
normal.

If the system won't boot at all without a display connected to the onboard output
then you can try hooking up a second display cable to your monitor, most support
more than one input. This is the price we pay for external GPUs, it can require
some messing around to get things working.

If it is an internal GPU (I suspect this is the case given you said low
profile), then try different display outputs from the card. Some GPUs will have
a preferred output and won't output a display until windows if it's not used.

If that still doesn't get things working then check page 63 (67 in the PDF) of
your software/BIOS setup guide for the UEFI settings to do with your primary
display output.
