Z370 Extreme 4 Cycling on/off at startup

   New PC Build, at startup the PC will cycle on/off 1-3 times, eventually allowing boot into bios.  No OS installed yet.  I have upgraded the bios, however sometimes the number of cycles resets the bios to factory.  All other devices were removed.  Tried using backup power supply with same results.
