B360 Gaming K4 CPU fam stick on.

I installed a new CPU cooler. Scythe Fuma 2 Rev. B

And I noticed with the side panel ,off, than when I shutdown my PC through win10 Pro, the CPU fan stays spinning.

CPU: i9-9900KF
Mem: 16GB 1 HyperX Fury 2666MHz
GPU: EVGA GTX 1650 4GB
PSU: Corsair 850 Watts RM850 80+ Gold

I already updated to latest BIOS (P4.20)
Intel i9-9900KF
ASRock Fatality B360 Gaming K4
16GB Kingston HyperX Fury 2666 Mhz
Evga GTX 1650 4GB
Corsair 850 Watt RM850 PSU
Cooler Master MasterBox NR600P

Which board are we talking about
the Fatal1ty B360 gaming K4, has an intel socket, not a Ryzen (AMD)
And was this isue also with the previous CPU cooler?
See to it, the CPU cooler is not mounted too tight, when it's flat on the CPU, and cannot move, this is enough, more pressure can cause the CPU and socket to bend under the pressure, and cause contact issues.
What happens when you go into bios, and then press the start button to shut it down.
If the fan stops spinning, it is more related to the Operatin Ssystem
In that case you could try to disable fast Startup, in Windows energy settings.

Yes, It is The Fatal1ty MB. It also have two Ryzen systems. Sorry for the confusion.

No, This is a brand new motherboard. Although the MB feel hacked up with missing WiFi and removed connections on MB. I thought Fatal1ity was a top end board?

Yes, the CPU cooler is spring loaded and made sure to not get it too toght as I read a review about it can be overtightened (gamer Nexus review)

Same thing. It still spin, but it does slow down a lot. But it never stops.

Where is fast startup in Windows? Maybe I will try that.

For some reason I can't seem to edit my post.

I found Fast Startup, but it is greyed out. I sift through the power plans and settings and can't seem to locate it.

Okay, so this is bizarrely weird.

My workstation case (Cooler Master NR600P) Has a SATA power connector, for what I thought was for the case fan that I connected to power and it seems to be the problem, as it clears up when I disconnected it.

At first, I thought it was for the front panel fans, but then I remembered the case had a three-way fan splitter for all of the case fans. I decided to leave the power connected anyway, I originally assumed it was for the front panel connections/lights/whatever.

It is very odd it can affect the fan on the motherboard header though?

I'll have to track down the SATA power connector and see what it is actually doing.

OK, now I got to the font panel and see it is a multi-port usb hub. So, maybe it needs power to use the extra devices if used.

I have nothing plugged into the USB ports. But the USB 3.0 cable is plugged into the motherboard.

This is very bizarre on how this USB hub can feedback to the CPU fan connector.

It's probably poorly designed and lacking a one way resistor to prevent power
feeding back to the motherboard. The board likely shares a power circuit between
the CPU fan header and whatever circuit is getting power from the hub. I have seen
this same issue when people accidentally connect a fan to both the motherboard and
a power lead from the PSU.

I would imagine you are correct about the SATA power cable feeding the hub extra
power to support multiple higher draw devices without taxing the board's USB power
circuitry.

I ended up just connecting the CPU fan to the AUX fan header and all is well. These are quiet fans and they were at max speeds anyway on CPU, so they are still on full speed. but very quiet.

I contacted Cooler Master. Still no response. Hopefully they'll have an answer. but I'm sure they'll pass the buck themselves.
