B360 Gaming K4 CPU fam stick on.

I installed a new CPU cooler. Scythe Fuma 2 Rev. B

And I noticed with the side panel ,off, than when I shutdown my PC through win10 Pro, the CPU fan stays spinning.

CPU: i9-9900KF
Mem: 16GB 1 HyperX Fury 2666MHz
GPU: EVGA GTX 1650 4GB
PSU: Corsair 850 Watts RM850 80+ Gold

I already updated to latest BIOS (P4.20)

Yes, It is The Fatal1ty MB. It also have two Ryzen systems. Sorry for the confusion.

No, This is a brand new motherboard. Although the MB feel hacked up with missing WiFi and removed connections on MB. I thought Fatal1ity was a top end board?

See to it, the CPU cooler is not mounted too tight, when it's flat on the CPU, and cannot move, this is enough, more pressure can cause the CPU and socket to bend under the pressure, and cause contact issues.

Yes, the CPU cooler is spring loaded and made sure to not get it too toght as I read a review about it can be overtightened (gamer Nexus review)

Same thing. It still spin, but it does slow down a lot. But it never stops.

If the fan stops spinning, it is more related to the Operating System In that case you could try to disable fast Startup, in Windows energy settings.

Where is fast startup in Windows? Maybe I will try that.

Okay, so this is bizarrely weird.

My workstation case (Cooler Master NR600P) Has a SATA power connector, for what I thought was for the case fan that I connected to power and it seems to be the problem, as it clears up when I disconnected it.

At first, I thought it was for the front panel fans, but then I remembered the case had a three-way fan splitter for all of the case fans. I decided to leave the power connected anyway, I originally assumed it was for the front panel connections/lights/whatever.

It is very odd it can affect the fan on the motherboard header though?

I'll have to track down the SATA power connector and see what it is actually doing.

It's probably poorly designed and lacking a one way resistor to prevent power
feeding back to the motherboard. The board likely shares a power circuit between
the CPU fan header and whatever circuit is getting power from the hub. I have seen
this same issue when people accidentally connect a fan to both the motherboard and
a power lead from the PSU.

I would imagine you are correct about the SATA power cable feeding the hub extra
power to support multiple higher draw devices without taxing the board's USB power
circuitry.
