Solved Apparently, while the board was mounted in the case, I wasn't able to apply enough force to get the RAM to "click" into place despite the ejector tabs (softly) moving into the lock position. Removing the board and inserting the sticks while pressing from the back did the trick. A satisfying "click" and it started up properly and displayed the BIOS. I tested all 4 slots individually and they work properly. Original post:
