Monitor Will Not Display (Help!)

(Specs below)

I recently set up a new PC and when I went to test it out, the monitor keeps saying no "signal to HDMI". I have seen other posts that had similar issues but those didn't seem to work. Several such as BIOS reset I don't know how to do without being able to see what I am doing. The monitor and cable work fine on my laptop. The memory cards were originally in A1 and B1 but I saw that in another post it worked to switch the cards to A2 and B2. It didn't work for me. The monitor is plugged into my graphics card but I also plugged it into the motherboard itself just in case. Neither worked. When I turn the PC on every fan turns on including the graphics card and the lights on the card and on the box work fine and steady. The BIOS sticker says P4.30 but obviously, I haven't seen the interface yet without a monitor. I assume it is running but I can be sure.

SSD - Crucial P1 1 TB M.2-2280 NVME Solid State Drive
Case -      Phanteks Eclipse P300A Mesh ATX Mid Tower Case

You should post your issue in the Intel Motherboards forum .. you'd probably get a quicker response to your issue ..this is AMD Motherboards sub-forum ..

Having said that ..

Make sure your video card is properly seated (should click in) .. and you have the 8pin power connector properly seated/plugged in to the video card.

Make sure your power leads from the PSU to the motherboard are connected properly.

Is your CPU supported with whatever BIOS revision you are running? ..there seem to be different i5-9400f's .. some are supported under all BIOS revisions ..some are supported with only P4.00 or newer ..
